And a great big bottle of vodka next to it. A professional tattoo artist would not tattoo out of such squalor. Here there’s a huge risk for cross contamination, not to mention the fact that it’s totally unsanitary.  TL;DR, no matter how vehemently someones claims to be a professional, no matter how good their work is, they are a kitchen jockey scratcher if they think its okay to work in an environment like this.
